Lord Patten of Barnes was the last British governor of Hong Kong, overseeing its 1997 handover to China. He is also a former Chairman of the BBC Trust, the Conservative party, and currently serves as Chancellor of the University of Oxford. He will be speaking on the topic of 'China and Europe in a Less Certain World'.
