Rouse is currently the Permanent Secretary in the Grenadian Ministry of Education and Human Resource Development. Rouse was the High Commissioner of Grenada in the United Kingdom between 1999-2004 and 2008-13. 

She joined the Grenadian Foreign Service in 1982 and has served in various capacities around the world.

Rouse will be joined by Mrs Roxie MacLeish-Hutchinson who is Foreign Service Officer in Grenada's Ministry of Foreign Affairs, and is a young diplomat that Ruth Elizabeth has had the honour to mentor.
